Why DMSMS Matters Now — DoDI 4245.15 Update
The updated DoDI 4245.15 (Change 1, September 2025) continues to push DMSMS from a reactive “find a replacement part when it fails” approach to a proactive, life-cycle risk management requirement. DoD programs are now expected to identify obsolescence risks early, document mitigation plans, and flow DMSMS requirements into contracts. Contractors supporting sustainment programs are increasingly expected to demonstrate a repeatable, auditable process — not case-by-case handling. DCMA is specifically tasked to evaluate contractor DMSMS management activities and report risks to DoD customers when authorized by contract.
Our Position
More Than a Parts Supplier — A DMSMS Partner
Based on our AS9100D/AS9120B certifications, Boeing and Lockheed Martin approved supplier status, built-to-print manufacturing capability, and DLA sustainment experience, Aero Supply USA is uniquely positioned as a DMSMS and obsolescence mitigation partner for government programs, OEMs, and prime contractors.
Proactive Risk Identification
We identify at-risk and obsolete components early in the sustainment cycle, enabling programs to plan ahead rather than react to shortages.
Repeatable, Documented Process
Our DMSMS management approach aligns with SD-22 and SD-26 best practices, providing the auditable process that DCMA and contracting officers increasingly require.
Built-to-Print Manufacturing
When a part is no longer commercially available, our built-to-print manufacturing capability provides a direct path to production continuity without program disruption.
Supply Chain Resilience
Our global supplier network and authorized OEM sourcing relationships enable rapid alternate source identification and qualification across all commodity types.
Contract Deliverable Support
We support programs requiring DI-MGMT-81948 (DMSMS Management Plans), DI-MGMT-81949 (Implementation Plans), and DI-PSSS-81656 (BOM for DMSMS Management) as contract deliverables.
Proven Defense Performance
Multiple-year DLA support contracts, Boeing Defense production programs, and Artemis Program support demonstrate our ability to perform on critical government requirements.

Our Methodology
The Five-Step DMSMS Process
Aligned with DoDM 4245.15 — applied repeatedly throughout the life cycle of every system we support.
Identify Issues
BOM analysis, supplier monitoring, and market surveillance to detect at-risk components before they become critical shortages.
Assess Impacts
Evaluate program readiness impact, lead times, single-source risk, and cost implications of each identified obsolescence case.
Analyze Solutions
Develop and compare mitigation options including alternate sourcing, LTB, redesign, reverse engineering, or form/fit/function substitutes.
Select Strategy
Recommend the optimal mitigation path based on cost, schedule, risk tolerance, and program requirements — documented for DCMA review.
Implement Resolution
Execute the selected strategy through our manufacturing, distribution, and supply chain capabilities — delivering parts and documentation.
